Having tried to drill out license plate holes for the same problem before, I'd probably say screw it, get a socket and a breaker bar and bust the welds, remove the nut from the sheet metal. Then jury rig a fix; not hard if you have a hole, and can just run a bolt through to a new nut on the other side. Its kind of trashy, but its not visible ...
