This is pretty easy to do with the hot plate and a small block of aluminum. Put the block, cut roughly to the size of the area you want to reflow and about 1/2" thick, on top of the hot plate, then hold the board on top of that. The area you want to reflow will get hot and the rest won't get to the flowing temperature.

The build plate was also limited to a 6" x 6" aluminum plate with window glass. After much browsing and scouting, I realized that the motors, board and the Hot-end makes up most of the cost of a RepRap printer.
